No, it's a Barbarian Invasion Mod (previously known as Flagellum Dei). This was a small portion of the unit preview that i found in TWC forum.

Very strange (and long) name for a game... And talking about names, the units' names are in what language? Turkish?

No, its Pahlavi because they don't use Old Persian as official language to spell the names. But what makes me curious was the so-called "Frasdārān-i-zrźhbārān-i-Pārsašahr" a unit that looks pretty odd in the Persian (Sassanid) Army. The unit looks like dismounted Savaran instead of an ordinary footman.

Translate:
1:Heavily armored Persian footmen
2:Swordsmen
3:Golden Immortals
4:(House of) Suren's highborn cavalry
5:Karmanian "Azadan" (A rank of cavalry in Sassanian army)

Although there are some mis-spellings (Like Frasdārān which must actually be Frašdārān), their work is overall very good.

The time frame of this period was 410 AD where Nomads and the so-called "Barbarians" are pushing forward to the Roman and Persian boundaries. The aim of the mod was to recreate the age where the Visigoths have sacked Rome and the Hephthalites have defeat and humiliated the Sassanid Persia with harsh tribute meanwhile the Huns sweep across the East like wildfire, subjugating tribes and Empires.

All the unit you see exist in 5th century AD.

Uh, yes, I gathered. I'm asking if it's a mod of M2TW. It could be RTW:BI too.

 You're right, its a R:TW mod.

Despite of being R:TW mod, the mod itself have some minor errors especially unit names.

Take a look on this:

Dinuadda-claiomhnaghta

Its quite odd for Celts or Picts to wield a two-handed axe and the word "claiomhnaghta" means claymore but why they made such mistakes?
