In layman's terms, COPPA (Children Online Privacy Protection Act) says that you have to be 13 to exist. Seriously, no one lets you sign up for anything unless you are 13 (or older).

It was annoying being 12 for that very reason. It is now annoying being 15 because of all the things that say you have to be 16

In australia, once you're 18 you can do everything

In America, once you're 21 you can do everything.

Unless, you want to be president, I think you have to be 35.

Or to get Senior Citizens discounts and things you need to be 65.

I'm fairly sure that the COPPA doesn't *completely* ban people under 13 from places like this - it's just that it makes explicit (written?) parental permission mandatory.
